250-Man Bello Workforce Housing
Pacific Federal Management played a crucial role in the development of the Bello Workforce Housing facility, serving as the General Contractor and providing a comprehensive turn-key solution. The scope of work involved delivering a fully functional 250-man workforce housing facility, encompassing 9,000 square feet of metal building space, 2,000 square feet of portable office space, and the renovation of an existing apartment. Additionally, the project included the construction of an outdoor cafeteria, four outdoor bathroom containers, and a shower container. The scope of responsibilities required managing all trades, including civil, structural, architectural, mechanical, electrical, and fire suppression, as well as securing the necessary permits for occupancy. A critical aspect of the project was meeting the owner’s timeline while optimizing the design to maximize facility usage. The site was selected due to its favorable zoning, the availability of an existing building, and an existing permit for constructing additional structures.
Throughout the project, Pacific Federal Management implemented a rigorous quality control program, overseeing all stages of construction. The submittal process was carefully managed, ensuring that all materials and designs were approved by both the designer of record and the development team. A notable example of the project’s quality was the installation of 5mm tempered glass, which withstood Typhoon Mawar without any leakage or damage—demonstrating the durability and quality of the materials used. The team also performed extensive value engineering, including the redesign of the metal building to accommodate a two-story structure, and the conversion of existing bays into additional toilets and showers to meet health and safety requirements. This redesign not only addressed regulatory needs but also reduced costs by eliminating the need for a lift station. Repurposing Phenolic materials in the construction of bathroom facilities further reduced costs.
Despite the complex nature of the project, tight deadlines, and specific challenges, Pacific Federal Management employed innovative solutions to meet the client’s needs, ultimately delivering the workforce housing on schedule. The successful completion of the Bello Workforce Housing has since been recognized by the Department of Labor as a model for workforce housing, praised for its blend of an existing apartment, temporary containers, and a full metal building structure.
