Pacific Federal Management, Inc. (PFM) was subcontracted by Tikigaq Construction in 2020 to provide comprehensive labor, management, supervision, tools, materials, and equipment to replace the existing asbestos cement piping (ACP) and cast-iron piping (CIP) lateral waterlines with new PVC piping and associated components at Andersen Air Force Base in Vigo, Guam. Additionally, PFM supported the restoration, demolition, removal, repair, and construction of the waterlines outlined in the project scope. The waterline replacement spanned over 5,474 linear feet, connecting 19 separate buildings on the air force base. The removal process included clearing, grubbing, saw cutting of pavement, and the removal of existing fire hydrants. PFM also performed cutting and capping of existing waterlines as necessary. After clearing and excavating new trench lines, PFM installed new PVC waterlines, metal covers for gate valves, supports for future AMI meters, and additional piping connections. The installation was followed by concrete encasement, pressure testing, and chlorination of the waterlines. For restoration, PFM managed hydroseeding and asphalt restoration post-removal and repair of the waterlines. Sand backfill was also performed following the installation of the new waterlines.
