PFM's Saipan Recovery Efforts

When Typhoon Sinlaku struck Saipan, Nipoa Pacific—a Joint Venture between the not-for-profit Native Hawaiian Organization Nipoa Standard, LLC and PFM—mobilized instantly. Armed with a $12M contract from FEMA and the U.S. Army Corps of Engineers (USACE), our team spearheaded a massive temporary roofing recovery mission.

Standard missions use plastic sheeting, but Saipan needed heavy-duty, full metal roofing. Before a single sheet could be laid, our powerhouse field teams had to solve a massive logistical jigsaw puzzle:

• Structural Prep: Crews fortified storm-damaged rafters and trusses from scratch so homes could safely support the new metal.

• Complex Logistics: Facing unprecedented supply chain hurdles in a remote island environment, our team actively synchronized shipments across Saipan, Guam, and Hawaii.

• Access Barriers: With roads blocked by storm debris, the team constantly shifted field planning just to get materials to the sites.

Having experienced the hardships of post-storm rebuilding (including the arrival of a second super typhoon not long after), our island community is proud to partner in Saipan’s recovery. In just 30 days, we completed temporary roofing support for 422 homes. However, with the arrival of super typhoon Bavi, our teams will have to once again recuperate and help our brothers and sisters in the CNMI rebuild their island homes a second time.
