Project Complete: Agana Boat Basin Handoff!

Originally awarded in August 2024 for $4.4 million, the Repairs at Agana Boat Harbor
project has successfully concluded after overcoming significant permitting delays and technical hurdles. Project Manager Gelline David and Project Engineer Jayson Taguiam led the team through a complex scope that required clearing decades of overgrowth with chainsaws and realigning massive boulders displaced by natural disasters.

Due to the site’s long-arm excavator could not reach the structures 300 feet out, the team engineered a creative A-frame rig workaround to complete the work. This ingenuity, combined with strategic scheduling around low tides and strict environmental compliance, allowed the team to maintain a steady course and finish the project with high efficiency.

The project culminated in a final inspection with the U.S. Army Corps of Engineers (USACE) team from Hawaii, who expressed total satisfaction with the restoration. During a celebratory meal, David recognized the crew on behalf of PFM executives Rob Salas and Sid Nama for an incredible safety record of 236 days with zero incidents, a major feat given the intense manual labor and high-risk conditions. USACE Contracting Officer Kent Tamai lauded the effort, stating that the project’s organization and quality will surely earn PFM another award from the Guam Contractors Association. This milestone reflects the deep trust, dedication, and partnership that define our team’s success.
